Yes, through checkout extensibility — UI extensions, Functions for discounts, shipping and payment rules, and branding through the checkout editor. We do not touch checkout.liquid, which Shopify has deprecated. Anything not achievable in the supported model, we tell you upfront rather than building something that breaks at the next update.
